Seven repositories still publish through the scoped publish-wiki.yml with wiki/.publish; MIL-009 moves them to docs/wiki/ and a caller of publish-wiki-pages.yml, removes the scoped workflow, supersedes ADR-0004 and releases 2.0.0. ADR-0009 records the decision. The fix of #120 rewrote CHANGELOG.md, tools/publish_wiki.py and tests/test_publish_wiki.py with CRLF line endings, which conflicts with every open branch.
