Adds MIL-008 (wiki publishing as a reusable workflow) to the Project Plan: Gateway Schedule row with its Gitea milestone, Gantt entries, Scope Coverage, Dependencies (MIL-006 -> MIL-008) and a plan risk for the 8 repositories that still use the scoped workflow.
Adds the review record RC-062 (PP-001 with MIL-008, seven criteria, all pass) and the traceability matrix entries, including the RC-061 reference that was missing from its CrossReference.
Keeps the two-row Version History rule (oldest row and its unused link dropped).

PP-001 and RC-062 are Proposed. The verdict is "Go proposed": the Go on the plan is S01's and has not been given, so nothing is set to Accepted here. Merging after the Go is given means flipping both rows to Accepted in this branch first.

The MIL-008 window (2026-10-13 to 2026-11-15) follows MIL-008's own Target Date and overlaps MIL-003 and MIL-004; Planning Assumptions says so.
MIL-008's work was merged in #128 and #129 and released as 1.2.2. This pull request changes plan documents only, so it closes no issue; the 7 task issues of milestone MIL-008 (152) are still open on the host.
