Drafts MIL-009: migrate the wiki callers and remove the scoped workflow. Status Proposed; this pull request is for review of the plan, not for acceptance.
Goal: remove the scoped publish-wiki.yml once every repository that publishes through it has moved to docs/wiki/ and calls publish-wiki-pages.yml, and supersede ADR-0004 by ADR-0009.
Seven repositories still have wiki/.publish and no caller (read from the host today): sqa-and-qc, sqa-qc-framework, sqa-qc-checklists, repo-foundry, 021-snake-game, 024-snake, 025-weather.
Eight tasks: release the framework, three migration tasks, verification (read-back and a scan), removal, supersede ADR-0004, release 2.0.0.
Seven Go / No-Go criteria, each checkable. v1 stays at 1.2.2, so existing @v1 callers are not affected; the removal is the breaking change of 2.0.0 (ADR-0006).
Needs a decision from S01
Target date: 2026-11-30 is proposed; the Business Case sets no deadline.
Whether 027-sandbox and 028-pomodoro (they have docs/wiki/ and no marker) should publish too.
Whether TirSystem-BashScript has its own TOKEN_FOR_GITEA_WIKI secret (needed by repo-foundry; not checked).
