Records the Go/No-Go decisions of both gateways in the Project Plan (PP-001).
New Gateway Decisions section: S01 decided Go on MIL-001 and on MIL-002 on 2026-10-08, ahead of the planned 2026-10-09 and 2026-10-14, because every Go criterion was already met. Each row names the criteria, the review record (RC-005, RC-006) and the merged pull request (#14, #16).
Closes the plan's reference-image open issue, which has been resolved since S01 supplied the image on 2026-10-07.
The two open decisions on RC-006 (the display requirement of the tests, and the pale palette colours) did not block either gateway; the section says so.
Version History: one new row, accepted by S01 in chat on 2026-10-08 (the Project Plan has no quality checklist, so no review record is written for it), and the commit link resolved in a follow-up commit.
Only docs/project-plan.md changes. The milestone documents are untouched on purpose: the plan-first gate reads their status and review verdict, so editing them would reset them to Proposed.
