Adds the guide, the README section with its diagram, the wiki page in English,
Danish and Bahasa Malaysia, the Home and Capabilities rows, the sidebar entry
and the changelog entry under Unreleased.

code-metrics.yml defaulted tools-ref to v1 and its guide said @v1, but
the workflow and its scripts exist only from v2.1.0. The default of the
five reusable workflows is now the current major, defined once in
MAJOR_TAG, and tests/test_tools_ref.py fails when a default differs from
it or names a tag without the script. Guides, README and wiki (en, da,
ms) call code-metrics.yml at @v2; ADR-0005, 0008, 0009 and 0010 carry
an amendment; RC-077 accepts the milestone's task 1 results.

Patch version: a documentation fix, nothing changes for callers. Release
approval (step 4 of the release process): AI as stand-in for S01, as the user
chose autonomous mode and asked for the release in chat on 2026-10-13.
Results and review (RC-059, autonomous, AI as stand-in for S01) added to the
milestone. The guides and their wiki pages now say that clang-tidy and dotnet
print absolute paths in the workspace of the runner.

Minor version: two new reusable workflows, nothing changes for existing

The fix of #120 rewrote CHANGELOG.md, tools/publish_wiki.py and
tests/test_publish_wiki.py with CRLF line endings, which conflicts with every
open branch. This restores LF and adds the page-name rule to the onboarding
guide and its wiki pages.

Gitea keeps a hyphen in a page title literal and stored Home-da as
Home-da.-.md, addressed as Home%2Dda, so a link to Home-da found no page.
The publisher now sends the key with hyphens replaced by spaces.

QC-WF-001 are Accepted (S02, 2026-10-11). The difference from v0.6.1 is that
pointer and the changelog. CHANGELOG.md says v0.6.2 for the unreleased pin
change.
Tests 305 passed; changelog check passes; the wiki build writes 0 pages.
v0.6.1 (merge commit f850ef6) moves qc/ to a278ee8: QC-WF-001 criterion 2
records the workflow-directory check. The only difference from v0.6.0 is that
pointer and the changelog. CHANGELOG.md says v0.6.1 for the unreleased pin

- framework moves from v0.5.2 to v0.6.0 (QC-YML-001, QC-WF-001, the YAML
convention, the qc/artifacts and qc/code folders, autonomous mode, the CI
publish script).

framework/scripts/ci-publish-milestones.sh (ensure-tools, publish); QC-WF-001
criterion 20. Same behaviour.

Findings of QC-WF-001 (criteria 8 and 14) applied to the workflows of this
repository and to the two scoped workflows:
- timeout-minutes on every job: quality-checks 15, release 15,
validate-workflows 10, sync-milestones 15, publish-wiki 10,
sync-github-metadata 5.
- actions/checkout@v4 becomes actions/checkout@v4.2.2.
No change to inputs, secrets or behaviour. The 6-line run blocks of
sync-milestones.yml move to a script in the framework in a separate change.
CHANGELOG.md holds an [Unreleased] section with what the first release
v1.0.0 will contain, in the groups Breaking, Added, Changed and Fixed.
tools/changelog.py checks the convention of ADR-0006 (Unreleased first,
descending versions, dates, a Breaking entry needs a new major and a new major
needs one) and prints the notes of a release for the release page. The
release process guide uses both.
