MIL-001 Project scaffold:
- `pyproject.toml`: Python 3.13 or newer, no runtime dependencies, `dev` extra with pytest
- `src/calc/` package and `tests/` folder
- `Doxyfile` writing API docs to `docs/doxygen/`
- `.gitignore` ignores `docs/doxygen/`
- Repository description and topics set on the git host (no file change)
## Checks
- `pip install -e ".[dev]"` and `import calc` work in a fresh venv
- `doxygen Doxyfile` builds without warnings
- pytest finds no tests yet, as expected for this milestone
