Delivers MIL-002: one runnable module per lecture step under src/higher_lower/presentation/lectures/ (URL paths and converters, HTML rendering, make_bold/make_emphasis/make_underlined, User and is_authenticated with *args and **kwargs) and pytest tests. Code reviewed as RC-009.
