Adds the wiki in English, Danish and Bahasa Malaysia (docs/wiki), fixes the Doxygen warning (doxygen now prints nothing), links the plan to its Gitea milestones and records RC-019 (wiki, Go-with-conditions: published-wiki check follows the merge), RC-020 (code, Go) and RC-021 (plan). Refs #29: the published wiki is checked after the merge in a follow-up pull request that closes it.
