Adds pyproject.toml, .gitignore, Doxyfile, README, the layered package skeleton with constants (ADR-0001) and tests. Repository description and topics were set through the Gitea API. Reviews: RC-010 to RC-015 (autonomous, AI as stand-in for S01, not independent). The prompt log is kept locally in docs/ai-prompts/ and ignored by git because the repository is public.
