Updates the framework submodule to 0.19.0 plus two commits (351ddf0).

  • sync-milestones.yml is now the file of TirSystem/git-workflows (the framework retired its template): checkout with TOKEN_FOR_GITEA_REPO, publish with TOKEN_FOR_GITEA_ISSUES. RC-029, Go-with-conditions: both secrets must be created first.
  • The wiki sidebar has the shape of the new rule: one English page list and a Languages section last. RC-028 against QC-WIKI-001, Go-with-conditions: the sidebar is checked on the published wiki after the merge.
  • Skills reinstalled with install-skills.sh.
