MIL-001: inception baseline (autonomous mode, plan accepted by S01 in chat).

Adds BC-001, SA-001, PP-001, MIL-001 to MIL-008, ADR-0001 to ADR-0003, DICT-001, TM-001 and review records RC-001 to RC-015 (stand-in reviewer, not independent). Sets the repository description and topics and adds the Python .gitignore (public repository, so the AI prompt log is ignored).
