Adds README.md and docs/wiki/Home.md, both with a screenshot of the page (docs/wiki/images/birthday-invitation.png).

The screenshot shows the styled page from PR 1, so merge that first. The wiki reaches Gitea only once the publish-wiki workflow is installed. A PO-language wiki twin is still open because the PO language is not set in docs/artifact-registry.md.

No issues are closed by this change.
