MIL-001 Project foundation. Review record RC-023 (Go, autonomous mode, not independent).

Verified in a fresh .venv: pytest 7 passed, ruff check, ruff format --check, mypy --strict, lint-imports, doxygen Doxyfile and check-readme.sh clean.
