Fixes red CI on main since MIL-003: the runner has no libtk8.6, so importing us_states_game.main failed at test collection. turtle is now imported when TurtleScreen is created.

Adds task 7 to MIL-003 (re-review RC-013) and code review RC-012, both Go, autonomous, not independent.

Add task 7 to MIL-003: import turtle lazily; re-review RC-013 172778d22b
Import turtle lazily so tests run without a Tk library 851fabe76e 
CI on the runner failed at collection: libtk8.6 is missing, so importing
us_states_game.main imported turtle and tkinter. turtle is now imported when
TurtleScreen is created.

Resolve pending commit links for MIL-003, RC-012 and RC-013
