Adds task 7 to MIL-001 (delta review RC-028) and tests/test_workflow.py, a static test of .gitea/workflows/ci.yml (RC-029, RC-030). Adds pinned dev dependencies pyyaml and types-PyYAML; no runtime dependency.

Closes #34
