Write the README from the course template: requirements, setup with a
local .venv for Windows PowerShell, Debian and macOS, run, tests,
continuous integration, Doxygen build, project layout and license.
Verified from a fresh clone: setup, pytest, ruff, mypy, both run
commands and the Doxygen build. The repository description and topics
were set on git.tirsystem.com through its API.

Add the Menu, MenuItem, CoffeeMaker and MoneyMachine classes with the
assignment's method names, and a main loop that supports drink names,
report and off. Resources are checked before payment, and payment
before the drink is made.
Move drink prices, ingredient amounts and all message text into
constants.py. Add 25 pytest tests for every class and the main loop,
and record the review against QC-PY-001 as RC-007.

Add the framework submodule and the accepted planning documents:
Business Case, Stakeholder Analysis, Project Plan, three milestones,
review records RC-001 to RC-006 and the traceability matrix.
Set up the project skeleton for MIL-001: pyproject.toml (Python
>=3.13, no runtime dependencies, pytest/ruff/mypy as dev extra),
src/coffee_machine/constants.py, a constants consistency test,
Doxyfile and a CI workflow that runs ruff, mypy and pytest.
