Adds the README following the Higher Lower template: description, requirements, local .venv setup with python -m pip install --upgrade pip, run, tests and code checks, Doxygen, project layout and license.
The README describes the finished behaviour; the ordering loop itself arrives in MIL-002. The sample session should be rechecked against the real output then.
This completes MIL-001, so its Milestone can be closed after the merge.
