Adds wiki/ with the 13 pages of the current wiki, exported unchanged through the wiki API: Home, Description, Install and AI Prompt Template in English, Danish (da) and Bahasa Malaysia (ms), and _Sidebar.
Adds an empty wiki/.publish: publishing is on, pruning is off, so no page is ever deleted.
What happens on merge: the scoped workflow Publish wiki, delivered from TirSystem/github-action, publishes wiki/ with TOKEN_FOR_GITEA_WIKI of the TirSystem organization. Because the files equal the wiki, the first run should report 0 created, 0 updated, 0 deleted; anything else is a finding for the pilot.
No change to any qc-*.md file. Merging needs a reviewer; wiki pages are afterwards edited in wiki/ by pull request, and edits made in the Gitea wiki UI are overwritten by the next publish of a changed page.
