A repository without a GitHub push mirror now ends the sync log with the line Skipped (after No GitHub push mirror configured for <repo>; nothing to sync.). The exit code stays 0, nothing is requested from GitHub and no GitHub token is needed, as before.
tools/sync_github_metadata.py: prints Skipped before returning 0 on that path.
Test: the last log line is Skipped.
