Decides the publish destination of a release (MIL-004 task 4).

  • ADR-0007: a release is published as the release page of this repository on Gitea, created from the changelog entry, with no package and no attachments. The release workflow uses the token of its own run (write access to this repository only); fallback is a dedicated TOKEN_FOR_GITEA_RELEASE. TOKEN_FOR_GITEA is not used.
  • RC-047 review, TM-001 updated, release-process guide names the destination.

No wiki page changed.
