Adds the consumer upgrade guide (MIL-004 task 3).

  • guides/upgrading.md: which version to follow, reading a changelog entry, trying an update in one repository, going back, and symptoms.
  • UC-007 "Consume a Workflow Update" (Brief), added to UCD-001; US-001.14 and US-001.15 added, US-001.13 re-traced to UC-007.
  • README capability row updated.
  • Reviews RC-044 (UC-007), RC-045 (UCD-001), RC-046 (US-001); TM-001 updated. S01 stands in for the other reviewers (ADR-0002).

Wiki pages changed (published by the Publish wiki workflow on merge): Upgrading (en, da, ms) and Capabilities (en, da, ms). The Danish and Malay text is not native-reviewed (issue #36).

Add the upgrade guide and the use case Consume a Workflow Update 4cf52afe00 
UC-007, US-001.14 and US-001.15, the upgrade guide on the wiki in three
languages, and RC-044 to RC-046 with the traceability matrix.
