Plans and accepts MIL-007, quality checks for C++ and C#.

  • docs/milestones/mil-007-cpp-csharp-quality-checks.md: purpose, deliverable, six Go/No-Go criteria, dependencies (MIL-003, MIL-004), traceability (O4, US-001.09 and .10), owner S05, approver S01, target date 2027-01-16 (confirmed by S01), eight tasks.
  • docs/project-plan.md: gateway row with the Gitea milestone link, Gantt entries, scope coverage, dependency line, a plan risk and the version row.
  • RC-052 (MIL-007) and RC-053 (PP-001 amendment) review them; both Go, no findings; S01 for the other reviewers (ADR-0002). TM-001 and the registry are updated.
  • sync-project.sh --milestone MIL-007 --apply was run on 2026-10-11: milestone 95 and issues #95 to #102 exist.
