Changes
New milestone MIL-006 Shared wiki publishing (Proposed): the publish-wiki workflow becomes a scoped workflow with its script embedded, an opt-in rule, and a pilot in one repository other than this one. Five tasks, owner S05, reviewer S01, window 2026-12-14 to 2026-12-26 (proposed).
decide the opt-in rule and the secret handling (an ADR refining ADR-0003);
make the publisher a scoped workflow and remove the local copy and tools/publish_wiki.py;
implement the opt-in gate and the safety limits, with offline tests;
pilot in one other repository;
update the guides and the wiki (rule 8).
PP-001: MIL-006 added to the gateway schedule, Gantt chart, scope coverage and dependencies; the last decision date is now 2026-12-26.
Why
Scoped delivery reaches repositories in all four organisations (verified, #9 and PR #53), so one workflow can serve them. The publisher deletes pages that are not in wiki/, so a repository must opt in; otherwise any repository with a wiki/ folder would have its wiki overwritten.
Review status
MIL-006 and the new PP-001 row are Proposed. They need review records and a Go (S01, standing in as ADR-0002 records) before any code, as the plan-first gate requires.
Dry run of sync-project.sh --milestone MIL-006: one milestone, five issues. Nothing has been applied.
Open decisions: the opt-in mechanism (recommended: a wiki/.publish marker file) and the pilot repository.
No issue closed: the MIL-006 tasks are not synced as issues yet.
