Follow-up to #28. That PR was merged before these commits were pushed, so they are not on main yet.

Documents

Review records RC-001 to RC-007 for BC-001, PP-001, SA-001 and MIL-001 to MIL-004. RC-002 validates PP-001 without a QC checklist, following PP.md, because the Project Plan has none.
Traceability matrix TM-001 and its registry row.
Resolves the pending commit links left in BC-001, PP-001 and MIL-001 after #28.

Review status

RC-001 to RC-007 and TM-001 are Accepted. S01 stood in for S05 on 2026-10-10; the author and S01 are the same person, so an independent review by S05 is still open (RC-001 action item, due 2026-10-17).
RC-002 has one Fail: PP-001 Open Issues still lists answered MIL-001 decisions (action item for S01).
The framework qc submodule is initialised so the checklists are available.
