Not every Gitea repository has a GitHub push mirror, so a missing mirror should not fail the run.
Behaviour change
Zero GitHub push mirrors now ends the run successfully with No GitHub push mirror configured for <repo>; nothing to sync.
The GitHub secret is read only after a mirror is found, so repositories without a mirror do not need it.
Several GitHub mirrors and malformed mirror addresses still fail.
Tests, README (including the sequence diagram) and the guides are updated to match.

BC-001, PP-001 and MIL-001 are amended (at most one mirror; zero is a successful skip) with new Accepted rows (S01 Go given in chat).
Review records RC-001 to RC-007 cover BC-001, PP-001, SA-001 and MIL-001 to MIL-004.
New traceability matrix TM-001 links all instances.
The framework qc submodule is initialised; checklists come from framework/qc.
RC-002 validates PP-001 without a QC checklist (none exists for the Project Plan), following PP.md.
