Restore LF line endings and document hyphenated page names

The fix of #120 rewrote CHANGELOG.md, tools/publish_wiki.py and tests/test_publish_wiki.py with CRLF line endings, which conflicts with every open branch. This restores LF and adds the page-name rule to the onboarding guide and its wiki pages. Task: MIL-006#6 Refs #119
