Adds pyproject.toml (Python >=3.13, no runtime dependencies, pytest/ruff/mypy dev extras), a Doxyfile, the src/coffee_machine package stubs, a pytest smoke test and the Doxygen ignore rule.
Checked in a fresh .venv: pip install -e ".[dev]", pytest, ruff, mypy --strict and doxygen all pass.
