Updates the framework submodule to 0.18.0 plus two commits (150819a): token names TOKEN_FOR_GITEA_ISSUES and TOKEN_FOR_GITEA_REPO, templates/.env.example, wiki pages, and the retired publish-wiki caller. Skills reinstalled with install-skills.sh.
The milestone workflow now follows the new template (secret TOKEN_FOR_GITEA_ISSUES) and fetches the framework submodule over HTTPS for the runner. publish-wiki.yml is removed: the instance publishes docs/wiki/ itself. RC-027, Go-with-conditions: the token still needs read access to the framework repository.
