MIL-002: project scaffold and tooling (autonomous mode).

Adds pyproject.toml, the src/snack_and_lift layout, constants.py, Doxyfile, Dockerfile with headless Chromium, README with .venv instructions, unit tests, the container smoke test and RC-016 (code review, stand-in, not independent). check-readme.sh reports one upstream finding about the framework README; the project README has none.
