Set up project tooling, skeleton, ADR-0001 and repository metadata ad3334fa13 
pyproject.toml (Python 3.13+, selenium only runtime dependency), layered
src/ and tests/ skeleton with constants.py, Python .gitignore (ignores
.env), Doxyfile, ADR-0001, git hooks with the plan gate. Repository
description and topics were set through the host API.
