Tirsvad ad3334fa13 Set up project tooling, skeleton, ADR-0001 and repository metadata 
pyproject.toml (Python 3.13+, selenium only runtime dependency), layered
src/ and tests/ skeleton with constants.py, Python .gitignore (ignores
.env), Doxyfile, ADR-0001, git hooks with the plan gate. Repository
description and topics were set through the host API.

Autonomous mode. BC-001, SA-001, PP-001 and MIL-001 to MIL-005 reviewed
(RC-001 to RC-008, Go, stand-in for S01; language criteria confirmed by S01).
Adds the traceability matrix and the registry rows.
