Tirsvad 96a9a78f01 Add baseline: Business Case, Stakeholder Analysis, Project Plan, milestones and reviews 
Autonomous mode. BC-001, SA-001, PP-001 and MIL-001 to MIL-005 reviewed
(RC-001 to RC-008, Go, stand-in for S01; language criteria confirmed by S01).
Adds the traceability matrix and the registry rows.
