MIL-008: a smarter purchase rule (best value: lowest price per cookie per second).

Measured result: four 300 s container runs, run alone one after the other. Most expensive affordable: 18 and 18.8 cookies/second. Best value: 17.9 and 18.8. The new rule is not better: the bot has cookies for Cursor and Grandma only, so both rules buy nearly the same. The wiki says so in English, Danish and Bahasa Malaysia.

Review: RC-019 (milestone) and RC-020 (code), both autonomous, not independent.
