Milestone MIL-002: project scaffold and tooling.

pyproject.toml (Python 3.13+, Selenium the only runtime dependency, pytest, ruff and mypy as dev extras), src/ and tests/ layout, constants.py, Python .gitignore, Doxyfile (builds without warnings), README from the framework template with .venv instructions, Dockerfile with headless Chromium (image built, tests pass inside it). Code review RC-014 is Go (autonomous, not independent).
