Tirsvad e1a3d8d304 Set up project baseline and skeleton (MIL-001) 
Business Case, Stakeholder Analysis, Project Plan, three milestones,
ADR-0001, their reviews (RC-001 to RC-008) and the traceability matrix.
Python project skeleton: pyproject.toml, constants.py, layer packages,
Doxyfile, .gitignore and README with venv instructions.
