Delivers MIL-001: project foundation (pyproject.toml for Python 3.13+, src layout and dev extra, constants.py, .gitignore, .env.example, Doxyfile, README from the framework template with venv and python -m pip install --upgrade pip, smoke tests). The repository description and topics were set through the Gitea API.

Review: code against QC-PY-001 as RC-010 (Go, mode: autonomous, not independent). ruff, mypy --strict and 5 pytest tests pass.
