## Purpose

Decides whether the repository skeleton, installed workflows and repository presentation are in place so that the page can be built on top of them.

## Deliverable

The folder skeleton (`src/`, `tests/`, `docs/`), a general `.gitignore`, the installed workflows, and the repository description and topics on the git host.
