Delivers milestone MIL-001 Project Foundation: pyproject.toml, Python .gitignore, constants.py, Doxyfile, README with .venv instructions, smoke tests, repository description and topics (set through the API).

Go/No-Go evidence: pytest 3 passed, ruff clean, check-readme.sh exit 0, description and 10 topics set. Code review: RC-007 (Go, autonomous, not independent).
