MIL-001 Repository foundation (autonomous mode, plan accepted in chat).

Go / No-Go criteria of MIL-001:

  1. pyproject.toml: requires-python >=3.13, dependencies = [], pytest in the dev extra: met.
  2. .gitignore ignores .venv/, __pycache__/, .env, Doxygen output (build/): met.
  3. Fresh .venv, pip install -e ".[dev]", python -m pytest: 2 passed; ruff and mypy --strict clean; CI run green on Gitea 1.27.3.
  4. doxygen Doxyfile: exit 0, no warnings (output in build/, not build/doxygen/: Doxygen creates one level only; recorded in RC-008).
  5. CI workflow reviewed against QC-WF-001 and QC-YML-001: RC-008 Go.
  6. Repository description and 10 topics set through the API.
  7. .env untracked; no token value in any tracked file (checked).

Reviews: RC-006, RC-007 (ADRs), RC-008 (workflow), RC-009 (Python skeleton), all Mode: autonomous, not independent.
