Delivers MIL-001: the files that carry no program logic yet.

pyproject.toml: Python >=3.13, no runtime dependencies, optional extra pandas, dev extra
.gitignore (includes .env, .venv, build/)

.gitea/workflows/ci.yml
Repository description and 10 topics set through the Gitea API (token read from the personal .env, never imported or tracked)

Checks run locally (Windows PowerShell, Python 3.13): pip install -e ".[dev]", pytest (6 passed), ruff check, ruff format --check, mypy (strict), doxygen Doxyfile (0 warnings).
