Adopt .gitea/workflows/ci.yml from the base: check out, set up Python 3.13, upgrade pip, install .[dev], run pytest, ruff and mypy. The file stays in .gitea/workflows, not .github/workflows, so the push mirror to GitHub is not blocked.
