Adds RC-009, a review of the Project Plan. The framework has no QC checklist for the plan, so the record uses ten criteria taken from the required sections and the validation note in the framework's Project Plan reference; the record says it is an ad hoc list and adds an action item to ask the framework upstream for a real checklist.

Verdict: Go. Five defects were found in v2 and fixed in PP-001 v3:

  • the Purpose said three phases; there are four;
  • the assumption of one branch and one pull request per phase did not match what happened;
  • the Dependencies said MIL-004 follows MIL-003 while their windows overlap; the overlap is now stated;
  • a resolved risk (README template) was removed;
  • resolved open issues (README template, Python version reading) were removed.

PP-001 v3 is Accepted and v2 is Deprecated. The traceability matrix now points the Project Plan to RC-009.

Notes for the reviewer:

  • The reviewer-is-not-author rule cannot be met in a one-person project; RC-009 says so.
  • RC-009 itself stays Proposed until S01 signs it.
  • The Gantt diagram was not rendered; no PlantUML server is configured.

Add RC-009 for the Project Plan against criteria taken from the Project
Plan reference, since the framework has no QC checklist for it. Five
defects found: wrong phase count, wrong delivery assumption, an
overlapping MIL-003/MIL-004 schedule, and a stale risk and open issues.
PP-001 v3 fixes them and is accepted; v2 is deprecated. The
traceability matrix now points to RC-009.
