Adds RC-008, a re-review of the Business Case after v3 added objective 6 (code review and CI). Verdict: Go. Two defects were found in v3 and fixed in BC-001 v4:
objective 6 had no success criterion; success criterion 6 now covers it;
the Python version was worded differently in the assumption (3.13 or newer) and the constraint (greater than 3.13); the constraint now states the reading (>=3.13).
BC-001 v4 is Accepted and v3 is Deprecated. The traceability matrix now points the Business Case to RC-008.

The reviewer-is-not-author rule cannot be met in a one-person project; RC-008 says so.
RC-008 itself stays Proposed until S01 signs it.
Project Plan v2 is untouched and still Proposed.
