Adds 19 pytest tests covering the report, resource check, coin processing, refunds, change, profit, make_coffee and the main loop. Adds a tests package and puts the project root on the pytest path so both pytest and python -m pytest work.
Checked: pytest (19 passed), ruff, mypy --strict and doxygen Doxyfile (no warnings).
The repository description and topics (python, 100-days-of-code, udemy, coffee-machine, pytest, console-app) were set on the git host through the API; this is not part of the diff.
This completes MIL-003 and the plan, so Milestones 40-42 can be closed after the merge.
