Pins the scripts of the scoped workflows to the first release and records the MIL-004 results.
publish-wiki.yml and sync-github-metadata.yml fetch tools/*.py at ref: v1; the test expects it. A merge to main now reaches consumers only when released. The workflow files themselves are still delivered from main (ADR-0006 limitation).
quality-checks guide and its header comment call the workflow at @v1, not @main; the rule now says never @main.
