Adds the wiki update rule to the pull request process (MIL-005 task 6).
Changes
AGENTS.md rule 8, "Keep the wiki current":
a PR that changes a workflow under .gitea/, a file in guides/ or README.md also updates the matching pages in wiki/;
the English pages are regenerated with python tools/build_wiki.py (the tests fail when they are out of date);
the Danish (da) and Bahasa Malaysia (ms) pages are updated once they exist, naming the English source they follow;
the PR description lists the wiki pages changed, or says "No wiki pages changed: ";
nobody pushes to the wiki repository by hand; the publishing workflow (MIL-005 task 8) copies wiki/ there on merge.
Notes
The task says "all three languages". No da or ms pages exist yet, so the rule requires them "once they exist"; task 4 (#35) is where that starts to apply.
Only the English pages are enforced by a test; translations and the description line are checked in review.
Publishing (#42) does not exist yet; the rule refers to it by task number.
