A workflow publishes wiki/ to github-action.wiki.git on merge to main.
The agent edits wiki/ on a branch and opens a PR; it never pushes to the wiki repository.
The publish secret can write to the wiki repository only; S05 approves it and S03 stores it.
Edits made in the Gitea web UI are overwritten on the next publish.
