Adds the SQA/QC framework as a submodule, AGENTS.md, .gitignore and .env.example.
Adds the planning baseline in docs/: Business Case, Stakeholder Analysis (S01-S05), Project Plan with a use case prioritisation appendix, and milestones MIL-001 to MIL-004 (24 tasks, synced as Gitea milestones 18-21 and issues #1-#24). All documents are Proposed.
README now separates implemented from planned capabilities and has an English diagram.
Removes the root sync-github-metadata.yml and .gitea/workflows/sync-github-metadata.yml; the scoped workflow is the documented one.
Notes for the reviewer
The scoped workflow still contains the known exit 0 syntax error (MIL-001, issue #2). It is not fixed here.
src/sync-github-metadata.yml is deliberately not part of this PR (plan-first gate; milestones not accepted yet).
Dates, ownership (S05) and the fail-or-skip decision for an invalid push mirror response need confirmation.
No issue closed: this PR only adds plans and documentation.

use case candidates and prioritisation, and milestones MIL-001..MIL-004
(24 tasks, synced to Gitea as milestones 18-21 and issues #1-#24).
README now separates implemented from planned capabilities, has an English
sequence diagram and points at the scoped workflow. The workflow file moves
out of the repository root and out of .gitea/workflows/; the scoped copy is
unchanged in behaviour here and still contains the known `exit 0` syntax
error, which MIL-001 fixes.
