What this changes
Adds MIL-013 (Accepted, Go in RC-083), target date 2026-11-20, 14 tasks and 11 Go/No-Go criteria. The detection method is decided by a measured corpus in tasks 1 and 2 and recorded in an ADR, not by this plan.
Adds objective O7, a scope item, an assumption, a constraint and success criterion 7 to the Business Case (RC-084).
Adds the schedule row, Gantt bar, scope entry, dependency and a plan risk to the Project Plan, and the traceability rows.
What this does not change
No code, no tests, no workflow. Blocking the merge needs branch protection, which only the repository owner sets (MIL-013 task 9). Changes to TirSystem/sqa-qc-framework and the checklist repository are task 12, after release 2.3.0, in their own pull requests.
