MIL-007 task 6 (#100): the guides and the wiki pages for the C and C++ and C# quality checks.
Stacked on PR 110. This branch contains the commits of PR 110 (the two workflows) and is opened against that branch so that the diff shows only the guides. Merge PR 110 first, then retarget this PR to main.
guides/quality-checks-cpp.md and guides/quality-checks-csharp.md: calling the workflow with the inputs table, what the repository needs (.clang-format, a compile database, a solution or project, the network), what is checked, reading a run, typical failures with fixes, reproducing a run locally, and the messages of the workflow itself.
Wiki pages QualityChecksCpp and QualityChecksCSharp in English, Danish and Bahasa Malaysia, and three sidebar entries per language (the page names follow QualityChecksPythonShell, ADR-0008).
guides/upgrading.md names all three quality-check workflows for tools-ref; the Capabilities row for C and C++ and C# is added (README and its translations).
tools/build_wiki.py: the two pages, their source mapping and the sidebar labels. The test fixture lists the two new guides (edited by the python-developer agent as the project rule requires). 398 tests pass; build_wiki.py --check is clean.
The Danish and Malay text is not native-reviewed (issue #36 was accepted by S01 as stand-in).
Wiki pages changed: QualityChecksCpp (new, en, da, ms), QualityChecksCSharp (new, en, da, ms), Upgrading (en, da, ms), Capabilities (en, da, ms), _Sidebar.
